The Vietnam Automated Cargo Clearance System (VNACCS) is a new electronic customs clearance programme integrated with a single window policy. Numerous Vietnamese enterprises expect to promote the implementation of this software to achieve economic efficiency.
Instead of completing customs procedures at the Customs Department in Can Tho City, many enterprises are able to do this job quickly via the Automated Cargo Clearance System. Customs clearance has been simplified in terms of the number of procedures and amount of paper work required. It allows companies to spend less time filing forms and calculating duties.
Phan Quang Nam, Director, Nhat Thanh Company, Hau Giang Province said: I think that the implementation of e-customs is beneficial for our company. Our employees now spend less time completing customs procedures.
'Installing the Vietnam Automated Cargo Clearance System has helped enterprises reduce 70-80% of customs procedure processing time. Therefore, they are able to avoid high inventory levels and achieve economic efficiency.", added Tran Thanh Kha, Employee, Hau Giang Pharmaceutical Joint-Stock Company
This system is sponsored by the Japanese government and has been officially applied in all customs departments nationwide from April 1 2014. It provides solutions for the management of risk documents, import/export enterprises, customs clearance, control, and supervision.
Nguyen Huu Co, Director, Customs Department, Can Tho Province said: At the moment, the General Department of Vietnam Customs cooperates with the customs institutions of 4 ASEAN countries. In order to modernise them, we always promote the reform of administrative procedures, and the application of the electronic customs clearance system. Accordingly, it will enable businesses to speed up clearance time.
In the Mekong Delta, 100% of export enterprises engaged in the electronic customs clearance system. The system not only creates favourable conditions for businesses, but also contributes to improving the efficiency of State budget revenues. The implementation of the system in accordance with international standards is a significant step to modernising customs procedures and improving competitiveness.
