The ministry found that several special mechanisms for expressway projects have already been repeatedly approved by the National Assembly for projects with similar characteristics. Requiring each project to seek a separate National Assembly resolution could lengthen investment preparation and lead to inconsistent implementation.
It therefore proposed applying selected mechanisms for Ring Road 5 to other expressway projects, with the Ministry of Justice guiding the legal procedures for submission and appraisal.
