Cambodian Prime Minister Samdech Hun Sen, Vietnamese Ambassador to Cambodia Thạch Dư and Vice Chairman of the Hanoi People's Committee Nguyen Van Suu attended the inauguration. The avenue's naming is part of the activities to mark the 50th anniversary of diplomatic relations. The 10-kilometre section of road, and part of the wider Belt Road 2 construction project, is one of the key works to develop transport infrastructure in Phnom Penh and neighbouring localities. It is intended to help tackle congestion in Cambodia's capital. Hanoi People's Committee provided funding support for construction of the road.
