The fine would be the largest the Federal Trade Commission has levied on a tech company. The Federal Trade Commission started looking into Facebook last March, after news reports that Facebook had allowed Cambridge Analytica to collect data from millions of users without their knowledge.

A final announcement could come as early as next week. Facebook declined to comment on the Journal's report of the fine. Facebook has been facing other investigations conducted by the Federal Trade Commission and U.S. Department of Justice.
