It marks Cambodia's 38 years of victory against the Khmer Rouge Pol Pot regime and 50th anniversary of Cambodian-Vietnamese diplomatic ties.
The monument was constructed in 1989 to mark the tenth anniversary of the victory over the Pol Pot regime. It underwent 350,000 dollars-worth of repairs in 2016 funded by the Vietnam Fatherland Front.
