This is a mandatory requirement of the EU for several countries, including Vietnam. The responsibility of certifying the origins of goods will be transferred from specialized agencies to enterprises (or importers). This means that enterprises (or importers) must carry out procedures themselves to meet standards and must take responsibility for their accuracy. Self-certification is expected to make export activities more efficient and beneficial, including reducing time and transaction costs, as well as help businesses meet standards of origins specified by FTAs.
