Finding locations, the depth and scope of the flood, and traces of flood paths. These are tasks of the mission team, which has to quickly map the flooding of the La River basin – Lam River in Ha Tinh Province. On this basis, they will be able to determine the cause of severe flooding in these localities.
With communes deep in water in Huong Khe, flood prevention, from government to the public is primary based on common sense, which means running from the water as the flood water rises. Therefore, the flood alert level based on the weather forecast is only indicative.
In addition to finding solutions to minimise flooding, the group also examined reservoir safety. Despite continuous flood discharges in the past 3 days, large amounts of rain continue to fall upstream, so to ensure the safety, many reservoirs and hydropower plants in Ha Tinh still continues to discharge water.
At the meeting with Ha Tinh Province, representatives from the Ministry of Agriculture and Rural Development asked locals to assess the extent of flooding in downstream reservoirs to regulate water. At the same time warnings to local authorities about the level of flood discharges need to be made to proactively respond and ensure the safety of lives and property.
