Promoting heroic tradition of Dien Bien Phu to build sustainable development in Dien Bien Province

VTV.vn - The Dien Bien Phu Victory in 1954 marked the end of the nine-year resistance of hardship, heroism, and sacrifices of the Vietnamese army and people, forcing the French colonialists to sign the Geneva Agreement (July 1954) on ending the war and restoring peace in Indochina countries.

After the Dien Bien Phu Victory, the Party Committee, authorities, and people of all ethnic groups in Dien Bien Province entered a new period with enormous difficulties, a poor and backward economy, small production, and plots to divide the nation. However, with the tradition of solidarity, resilient struggle, and the spirit of the Dien Bien Phu Victory, the province overcame arduousness to gain many important achievements.

In 2004, Lai Chau Province was split into the two provinces of Dien Bien and Lai Chau, and a new party committee was established for Dien Bien Province.

The Dien Bien Provincial Party Committee focuses on building a clean and strong Party and political system while fostering the strength of national unity and comprehensive reforms to create breakthroughs in socio-economic development. It also effectively exploits resources and protects the environment in addition to preserving and promoting the cultural values and identities of ethnic groups and the special national historical relic of the Dien Bien Phu Battlefield to turn tourism into a key economic sector.

The province concentrates on building new-style rural areas, reducing poverty sustainably, and improving the material and spiritual lives of the people. It also maintains political stability, ensures national defence and security, and strives to realise the goal of building a province of rapid and sustainable development.

After half of the term of the Provincial 14th Party Congress, 10 out of the 18 main target groups set out in the congress resolution have been basically met and even exceeded the targets, with the GRDP growth exceeding the target by 2.33%. Other indicators also posted the surpass of the set targets, including local budget revenue (22.4%), total food output (2.68%), the number of workers provided with jobs (10.25%), and the average poverty reduction rate (1.24%).

The economic structure is shifting in the right direction while local budget revenue and the mobilisation of social investment capital increased compared to the first half of the previous term. Positive changes are seen in investment attraction and promotion activities and the improvements to investment and business environment.

Much attention has been paid to the upgrade of socio-economic infrastructure with the completion of the projects on expanding Dien Bien Airport, building a 60m road, upgrading the temple dedicated to martyrs on the Dien Bien Phu Battlefield, making a panoramic painting at Dien Bien Phu Museum, and so on.

The protection of borders and boundary markers is ensured while issues related to religion, free migration, and propaganda activities on the establishment of a "separate State" have been basically addressed.

Special friendship and comprehensive cooperation with the northern provinces of Laos have been strengthened while relations with Yunnan Province in China have been maintained. At the same time, relations with the northeastern provinces of Thailand have also been fostered.

The province will continue to implement the contents according to the planning of Dien Bien Province in the 2021-2030 period, with a vision to 2050 approved by the Prime Minister. Under the planning, it will stimulate socio-economic development in all fields associated with preserving and developing historical and cultural values.

Administrative reform, improvements to business environment, effective use of investment in key projects, and completion of transport and urban infrastructure are also among the priorities of the province in the near future.

In addition, the province will proactively build plans to ensure political security and social order as well as building the national borders of peace, stability, friendship, cooperation, and development.
