Prime Minister Pham Minh Chinh on October 6 chaired a working session between the Government’s standing members and representatives of ministries, sectors, and localities to review the progress in addressing difficulties and obstacles facing long-delayed and stagnant projects under the Politburo’s conclusions, the National Assembly’s resolutions, and the Government’s decrees.
Through review, it has been found that across the country, there are numerous long-delayed and stagnant projects involving substantial social resources that are being wasted. These projects face legal obstacles related to land management, land use, and planning; some violated regulations or shown signs of violations; while many others remain stuck due to procedural and administrative bottlenecks.
At the session, participants reviewed the pilot implementation of measures for addressing difficulties and obstacles related to those projects and land management in Hanoi, Ho Chi Minh City, Da Nang city, Khanh Hoa province, and Tay Ninh province.
They pointed out several outstanding issues that need to be solved and expressed their commitment to promptly removing obstacles and bottlenecks related to the projects and land matters, thereby mobilising these resources for development.

PM Chinh requested ministries, sectors and, especially, the five above-mentioned localities to review the long-delayed and stagnant projects that have already been subject to inspection, audit, or court rulings within the scope of the Politburo’s Conclusion No. 77-KL/TW, and to complete this task before October 15. The review must include a detailed report specifying which projects have been solved, which are under resolution, and which remain problematic.
In addition, other long-delayed and stagnant projects must be examined to clarify which authority or level of administration is responsible for handling each project. For projects similar to those that the Politburo and the National Assembly have already authorised settlement but fall outside the scope of Conclusion No. 77-KL/TW, ministries and localities are to compile reports and propose the Politburo allow an expansion of settlement nationwide, according to the PM.
