The report compared Vietnam's productivity with other countries in the region in terms of capital deficiency, labour costs, and other factors. Vietnam's labour costs are not low in Southeast Asia. The salary and pay of medium sized enteprises in Vietnam is about 2,739 US dollars per labourer, which is twice that of Laos, Myanmar, and Malaysia, and 30 to 40% higher than in Cambodia, Thailand, and the Philippines. However, it is lower than in four large, developing countries namely Brazil, Russia, India, and China.
