After 25 years of implementation of the convention, Vietnam has been recognised for its achievements in implementing children's rights through efforts to improve laws and policies. Vietnam is also seeking ways to better ensure the rights of children.
In Vietnam, the task of representing and monitoring the implementation of children's rights are assigned to the Youth Union; National Assembly and People's Councils. According to the UN Children's Fund, to ensure the more effective enforcement of children's rights, Vietnam needs to establish an independent monitoring mechanism. This would task specialist agencies with the role of monitoring outside of the scope of state agencies to ensure objectivity. This is also the responsibility of signatories to the United Nations Convention on the Rights of the Child.
"Based on the specific circumstances and consultation with international and social organisations Vietnam should be able to develop a suitable model and ensure the independence of the supervisory authorities." - Youssouf Abdel-Jelil, Head Representative - Vietnam UNICEF.
"We need to strengthen mechanisms for the Vietnam Fatherland Front, member organisations and institutions to carry out tasks, and the supervisory functions of state agencies in order to implement the law and policy development." - Dang Hoa Nam, Head, Department of Child Care and Protection – Ministry of Labour, Invalids and Social Affairs
"We should have mechanisms for monitoring the implementation of child rights including incorporating the perspective of children. Missions will be assigned to a specific children's rights organisation. It is the Central Union which will give the final conclusion for the National Assembly to approve." - Ngo Thi Minh, Deputy Chairman, Culture Committee for Education of Youth, Young Adults and Children.
The Draft Law on Protection, Care and Education of Children will be considered by the National Assembly in the 11th session as part of efforts at developing the more effective enforcement of children's rights in Vietnam.
