Hanoi sets up cadastre to help shorten procedures

VTV.vn - Hanoi city will start issuing certificates for administrative civil service units from this year.

By the end of 2017, the city expects to have roughly completed its cadastral records and data. Hanoi is currently one of the leading cities and provinces in the country in this field.

This is the first time Phuong’s registered for a land ownership certificate. Thanks to the new system, he only needed to submit and receive his files once, half the time this process normally takes.

However, better assistance from the officers is still needed to avoid confusion. People also need to research the rules more carefully.

"Before coming here, I didn’t research well enough and thought that I could register as an individual. Turns out you need to register as a company, individual registering is at another place. I came here to ask and the officers here told me so", said Ha Duc Thang.

In 2013, Hanoi started the project: Strengthening the Issuing Process of Land Ownership, House Ownership, and other Land-related assets for Organisations in Hanoi. By now, the project has finished the assessment stage and is working on issuing land certificates.

"Regarding the administrative civil service units, the department has proposed that certificates be issued normally first, and submitting the architectural information can be done later. For religious groups, we are asking for the city's instructions so that checks for them can be done at once", said Tran Ngoc Tuan, Land Registration & Statistics Office, Hanoi City’s Department of Natural Resources and Environment.

When the project ends in 2018 with the completion of the cadastre, people can find information about houses and land more easily. Issuing certificates will also be much easier for authorities.
