One of the main requirements is to strengthen market management forces and unify the force from the central to local levels.
At the conference, Deputy Minister of Industry and Trade Do Thang Hai said the the National Assembly Standing Committee had agreed to issue an Ordinance on Market Management back in March. This was the first legislation the National Assembly passed on the force in 60 years. The ordinance clearly defined the functions, status and powers of Market Surveillance Agency. In particularly, it emphasised the transparency in inspections as well as improved co-ordination in combating smuggling and commercial fraud.
Although it won’t be until September that the ordinance comes into effect, the market management representatives of some provinces has raised concerns over limited ability and lack of training.
In the first half of this year, market management forces nationwide have discovered and handled nearly 55 thousand violations, contributing 15 million USD to the state budget.
