This is part of the amended Decree 80 on non-cash payment that has just been issued by the government. Additionally, people under 15 can also open payment accounts through their legal representatives if they meet some specific requirements. In order to encourage non-cash payments, the State Bank of Vietnam has also issued instructions to allow children age 6 to 15 to use ATM cards under certain conditions. Previously, old regulations only allowed people age 15 and older to use payment cards.
