The new road is from Highway 10 to the intersection of Highway 39 in Hưng Yên Province. The Hanoi - Hai Phong highway is a key national transport project, implemented under a build-operate-transfer contract.
Construction of the 105.5 kilometer expressway kicked off in 2008 with a total capital of 2 billion USD. The highway is 35 meters in width with six lanes which were designed for 120 kilometers per hour, with two lanes for emergency stops. The Government and the Ministry of Transport urged that the highway be put into operation in the end of this year.
