As of Dec 15th last year, about 16.2 million insurance buyers who are eligible for the state support, still awaited new health insurance cards. These include 6.68 million poor people, 9.54 million ethnic people and residents in mountainous and offshore areas. The reason for tardiness in granting preferential healthcare insurance is because ministries failed to issue procedural instructions and the application of multi-dimensional poverty standard for the 2016 - 2020 period.
