The Opening Session of the 16th National Assembly’s first sitting will be covered live on VTV1, along with the oath-taking ceremonies of the Chairman of the National Assembly, the President, the Prime Minister, and the Chief Justice of the Supreme People’s Court. VTV will also share the broadcast signal with domestic media outlets and Party and State institutions, enabling them to relay the coverage across traditional television channels, online newspapers, and official websites.

From 03:00 PM: Oath-taking ceremony of the Prime Minister.
From 04:30 PM: Oath-taking ceremony of the Chief Justice of the Supreme People’s Court
However, the live broadcast schedule may change in the event of unforeseen circumstances.
Should organizations wish to relay these programs on their television channels, online newspapers, or official websites, they may receive the live signal from VTV1 via the DVB-T2 digital terrestrial broadcasting system from local transmission stations or directly via satellite.
Relay Regulations
Organizations are not permitted to use the signal of these programs for broadcasting on social media platforms, nor to allow third parties to relay the signal.
VTV requests that all relay units strictly comply with these regulations and coordinate their implementation to ensure the shared interests of all parties involved in the production of these events. Units relaying content on online newspapers (websites) are responsible for closely monitoring comments (if any) to ensure that no misleading or inappropriate content appears.
VTV reserves the full right to suspend relay and publication permissions for any unit found to be editing, distorting, misusing, or exploiting the signal in a way that negatively affects the reputation or image of VTV, or the rights of other relay units.
Intellectual Property (IP) Obligations
VTV requires that all relay units to broadcast the programs in full, including the VTV1 logo, through existing VTV1 transmission infrastructures. This must be done without obscuring or replacing the VTV logo, and without editing or altering the original content throughout the relay process.
Regarding third-party rights, VTV grants usage rights only for its program content (free of charge). All units are responsible for complying with applicable intellectual property laws. VTV assumes no liability for any third-party IP claims arising from the platforms used by the units for broadcasting or publishing (e.g. claims relating to music, audio, supplementary visuals, or literary and artistic works within the program). Any such issues must be resolved independently by the responsible units.
To avoid copyright disputes relating to online news platforms relaying the content, units are requested to provide their website addresses to the Digital Platform and Services Center for inclusion in the authorized list.
