The Agency ruled that evidence doesn't support the conclusion that the Vietnamese government substantially determines domestic prices in the carbon steel welded pipe sector in Vietnam.
During the investigation, the Vietnamese Ministry of Industry and Trade cooperated with relevant agencies to provide information. For the final decision, the total normal value compared to the total export price resulted in a margin of 4.9% and 3% for two Vietnamese steel exporters.
