VTV.vn - Starting April 1, 2026, Vietnam Television (VTV) will officially change its status to a public service unit under the Party Central Committee, consisting of 23 units.

On  April 1, VTV held a conference  to implement the Politburo’s decision regarding the broadcaster’s functions, responsibilities, organizational structure, and staffing.

The event was attended by senior officials, including Ms. Bui Thi Quynh Van, Member of the Party Central Committee and Deputy Head of the Central Organization Commission, and Mr. Tran Thanh Lam, Member of the Party Central Committee and Deputy Head of the Central Commission for Communication and Mass Mobilization, along with representatives from central Party agencies.

VTV’s leadership in attendance included Mr. Nguyen Thanh Lam, Member of the Party Central Committee,   Party Committee Secretary, and  Director General of VTV, as well as other key executives and staff.

According to Decision No. 15-QD/TW, VTV is a public service unit of the Party Central Committee and operates  under the regular  leadership and direction of the Politburo and the Secretariat.

Vietnam Television is the national broadcaster and a key multimedia, multilingual press and media agency of the Party and the State. Through television and multimedia, it  plays a core role in political and cultural work, helping to shape  public opinion and foster citizens' trust in the Party, the State, and the socialist system. It provides television services, digital content, and multimedia products across technical infrastructures and digital platforms in accordance with Party  rules and State legislation. Its    functions include   disseminating the Party’s guidelines and policies, as well as the State’s laws; building a healthy, modern, and humane media environment; and serving the cause of national development and protection.

Vietnam Television is abbreviated in Vietnamese as THVN, and its official English name is Vietnam Television, abbreviated as VTV.

Speaking at the conference, Ms. Bui Thi Quynh Van emphasized that as Vietnam enters a new era, VTV is also entering a new phase of development. Restructuring to become a unit of  the Party Central Committee further cements its role as a leading national media agency.

Under the new framework, VTV’s  main functions are as follows:

1. To developing and submitting  to the Politburo and the Secretariat its development strategies, long-term and medium-term programs and plans, as well as major projects and proposals, and is responsible for organizing their effective implementation after approval by the relevant authorities.

2. Report on, disseminate, and communicate the Party’s viewpoints and guidelines, as well as the State’s policies and laws; cover major political activities and events of the Party Central Committee, the Politburo, the Secretariat, and key leaders of the Party and the State. To safeguard the Party’s ideological foundation; to combat and refute  erroneous, hostile, and distorted viewpoints  of adversarial, opportunistic, and reactionary forces; to prevent and counter harmful information in television, digital media, and cyberspace; to actively participate in anti-corruption, anti-wastefulness, and anti-negative practices; to prevent “self-evolution” and “self-transformation”; to guide public opinion on important, complex, and sensitive issues; to promote positive role models and exemplary individuals; and to strengthen public trust in the Party’s leadership.

3. Promote and educate on culture, national value systems, cultural values, family values, and Vietnamese human standards; to identify, encourage, and replicate good   deeds and individuals; to shape and orient a healthy cultural, informational, and consumer environment; to promote Vietnamese cultural values internationally while selectively absorbing global cultural achievements, contributing to the development of an advanced Vietnamese culture rich in national identity. To organize events and activities that foster the development of cultural industries to meet public needs.

4. Conduct research, propose the development of national standards, and submit them for approval; and issue internal standards in accordance with Party regulations and State laws.

5. Produce, transmit, broadcast, distribute, and archive television programs, digital content, electronic newspapers, and print publications in accordance with Party regulations and State laws.

6. Participate in advisory work, strategic planning, and the development of the national press and media network.

7. Decide and take responsibility for content, programming, and daily broadcasting duration across its channels and multi-platform content in accordance with Party regulations and State laws.

8. Directly manage specialized technical systems for content production; to transmit signals via telecommunications and the Internet; to broadcast through satellite, terrestrial, and cable television systems; and to distribute programs and channels domestically and internationally via its digital platforms and other platforms in accordance with Party regulations and State laws.

9. Conduct international dissemination in Vietnamese and foreign languages for overseas Vietnamese and international audiences through television programs, channels, and other media formats.

10. Promptly and comprehensively disseminate Party guidelines and State policies and laws in both ethnic minority languages and the national language; to enhance awareness and strengthen trust among ethnic communities; to preserve and promote cultural identities and values; to support socio-economic development and sustainable poverty reduction; to ensure national defense and security; and to strengthen national unity.

11. Lead and coordinate with television units, media outlets, provincial broadcasters, and other media organizations to produce  and distribute  journalistic  content and television programs in accordance with regulations.

12. Manage, decide on, or submit   investment and construction projects  for approval in accordance with Party regulations and State laws; and to participate in the appraisal of major proposals and projects as assigned by the Politburo and the Secretariat.

13. Have  autonomy and  be held accountable for performing tasks, organizing its structure, and managing staffing levels; to implement financial and salary mechanisms based on operational results similar to those of state-owned enterprises; to operate on a non-profit basis. To carry out political tasks assigned by competent authorities and receive state    from the state budget for such tasks.

14. Coordinate with ministries, agencies, and relevant bodies the development and proposal of  specific financial mechanisms for Vietnam Television in accordance with Party regulations and State laws.

15. Exercise the rights and responsibilities of a state capital owner in enterprises established or invested in by it, in accordance with Party regulations and State laws.

16. Conduct research and apply scientific and technological advancements, innovations, and digital transformation in VTV’s operations; to develop digital television platforms; and to leverage information technology and digital transformation to enhance audience participation and content creation.

17. Provide training and professional development in television and media, and engage in international cooperation in television and multimedia communication in accordance with Party regulations and State laws.

18. Decide and direct the implementation of administrative reforms, internal governance innovation, and digital transformation to improve operational efficiency in line with Party guidelines and State laws.

19. Manage organizational structure, officials, and employees; to decide on appointments, reappointments, transfers, rotations, secondments, dismissals, commendations, and disciplinary actions; and to implement salary regimes and policies on benefits, training, and development in accordance with Party regulations and State laws.

20. Manage and utilize budgetary allocations from the state budget and public assets, both at home and abroad in accordance with Party regulations, state budget laws, public asset management laws, and other relevant legal provisions.

21. Handle complaints and denunciations within its authority; and to prevent and combat corruption and wastefulness in accordance with Party regulations and State laws.

22. Organize service provision activities in accordance with Party regulations and State laws.

23. Provide  periodic and ad hoc reporting relevant matters  to the Politburo and the Secretariat through central Party bodies and the Office of the Party Central Committee.

24. Perform other tasks assigned by the Politburo and the Secretariat and as stipulated by Party regulations and State laws.

Regarding its organizational structure, Vietnam Television consists of 23 affiliated units.

VTV's leadership   includes the Director General and no more than four Deputy Directors General. The Director General serves as the head of VTV and concurrently  Deputy Head of the Central Commission for Propaganda and Mass Mobilization. The Director General is accountable to the Politburo, the Secretariat, and the law for VTV's organization, management, operation, performance of assigned tasks, and internal governance of the organization, while upholding an exemplary leadership  role. The Deputy Directors General assist the Director General and are responsible to  him and the law for their assigned areas.

The Director General has the authority to appoint, dismiss  the heads and deputy heads of affiliated units, and to define their functions, duties, powers, organizational structures, and working relationships.

VTV has 23 affiliated units and   a system of overseas bureaus that has been  established in accordance with the law.
