On the afternoon of April 17 (local time), at the United Nations headquarters in New York (USA), Ambassador Do Hung Viet, Head of the Permanent Mission of Vietnam to the United Nations, deposited the instrument of ratification of the United Nations Convention against Cybercrime ( Hanoi Convention) with the United Nations Legal Office (OLA).
According to the VNA correspondent in New York, the procedure for depositing the instrument of ratification of the Hanoi Convention was carried out after General Secretary and President To Lam signed the Decision to ratify the Convention on April 7th, making Vietnam the first country in Southeast Asia and the third in the world to ratify this Convention.
At the ceremony, representatives from the United Nations Legal Office received Vietnam's instrument of ratification in the presence of the Head of the United Nations Office on Drugs and Crime (UNODC) in New York.
At the submission ceremony, Ambassador Do Hung Viet emphasized that hosting the signing ceremony in Hanoi and being among the first three countries to ratify the Convention reflects Vietnam's desire and efforts to make a proactive and substantive contribution to the process of bringing the Convention into effect and implementing it soon, thereby strengthening international dialogue and cooperation in combating cybercrime and enhancing cybersecurity globally.
The Ambassador, Head of the Vietnamese Delegation, expressed hope that the Hanoi Convention would continue to be quickly ratified by many countries, thereby transforming commitments into action, and through this legal framework further promoting cooperation among countries in responding to the challenges of cybercrime, for stability, sustainable development, protection of rights and interests, and promotion of common prosperity for all citizens.
Previously, in October 2025, as the host country, Vietnam successfully coordinated with the United Nations to organize the Convention Signing Ceremony and High-Level Conference in Hanoi with the theme "Combating Cybercrime - Sharing Responsibility - Towards the Future," attracting the participation of State and Government leaders and high-level representatives from more than 110 countries and international organizations.
This exceptionally successful event marks a new milestone in international cooperation on cybersecurity, while also affirming Vietnam's position and prestige on the international stage.
The United Nations Convention against Cybercrime is the first international legal instrument adopted by the United Nations to create a global, unified, and legally binding framework for the prevention, investigation, and prosecution of cybercrime.
The Convention includes provisions on the criminalization of cyberattacks, the protection of critical information infrastructure, mechanisms for sharing electronic data and evidence, extradition, mutual legal assistance, and technical cooperation. At the same time, the document emphasizes the need to balance cybersecurity with the protection of human rights, privacy, and national sovereignty.
