Sales licenses will be issued in cases where there is no national security risk. The world's largest telecommunications equipment maker, Huawei, was added on the Entity List back in May, which means US companies are unable to sell technology to the company without government approval.
Although the US administration clarified how it plans to ease the restrictions on US companies trading with Huawei, the company would remain on the Entity List, which means licenses would likely be denied and that the new policy would not change the scope of items requiring licenses.
