The Lao Cai Meteorological and Hydrological Station said the reason was because of a denatured cold spell, causing cloud to decrease at night leading to an increase in heat radiation on the surface, making the temperature drop sharply.
At 7 am this morning, weather stations in Lao Cai observed that the temperature had decreased from the previous day. Specifically, the temperature in Lao Cai city was measured at 23.2C, Pho Rang (Bao Yen) 23.4C, Bac Ha town 19.1C, the lowest recorded in the tourist attraction of Sa Pa town at 9.3C. People in the whole province could feel the cold of early winter approaching.
This is the lowest temperature recorded in Sa Pa since the beginning of the autumn. Before that, also due to the influence of a cold spell on September 19, the temperature in Sa Pa dropped to 10C, forcing local residents and tourists to put on winter clothes.
The extreme cold could have negative effects on plants, animals and human health, especially the elderly, children and those susceptible to respiratory, bone and heart diseases.
Local authorities have recommended residents proactively take measures to keep warm to minimise injury or damage.
