The opening-hour rates at commercial banks stayed stable. At 8:15am, Vietcombank listed the buying rate at 22,625 VND/USD and the selling rate at 22,855 VND/USD, unchanged from October 27.
Similarly, BIDV also kept both rates unchanged at 22,655 VND/USD (buying) and 22,855 VND/USD (selling).
