Therefore, in recent years, Ninh Binh province has focused on directing and organising well the conservation and promotion of the historical, cultural and traditional values of Hoa Lu Ancient Capital in association with sustainable development.
Culture - a resource for economic development from tourism sector
With its long history, Ninh Binh is preserving a rich and diverse system of cultural heritages and natural resources. This is part of the potential Ninh Binh has to diversify its tourism products and types. As a result, the tourism industry can exploit and attract tourists.

Director of the Ninh Binh Department of Tourism, Bui Van Manh shared that culture plays a particularly important role in building and enhancing the value of its unique products to serve tourists; contributing to creating more jobs and income for locals; making an important contribution to realising the goal of developing tourism into a spearhead economic sector of the province.
The Trang An Scenic Landscape Complex was recognised as a World Cultural and Natural Heritage Site in 2014, contributing to helping Ninh Binh become a bright spot on the tourist map of Vietnam.
Creating liveable villages
Director of the Department of Agriculture and Rural Development, Vu Nam Tien, said that the province's agricultural production scale is quite small and difficult to develop into a large commodity or export industry, but it has many advantages towards developing its green economy and tourism; The industry is focusing on advising and directing a number of contents on the development and implementation of agricultural projects associated with tourism, promoting the development of agricultural tourism.
After nearly five years implementing the “One Commune, One Product” (OCOP) Programme, Ninh Binh has opened up opportunities to develop production and increase the value of many local products, thereby contributing to the effective implementation of the national target program on building new-styled rural areas.

Taking cultural resources as a driving force to shift from a "brown" economy to a green one, while regularly updating the green growth strategy to match the province's new development orientation in the spirit of Resolution adopted at the 13th National Party Congress; Resolution of the 22nd Provincial Party Congress; 10-year socio-economic development strategy 2021-2030; the 5-year socio-economic development plan 2021-2025, is an inevitable choice and a great opportunity for Ninh Binh to become a pioneer in green growth and recovery in the Red River Delta, as well as the whole country, on the basis of exploiting and making good use of its cultural resources.
