The deputies were divided on whether the draft law should spell out clearly which types of issues could be put to a referendum, or whether more general categories of issues should be included. Siding with the latter option, National Assembly Chairman Nguyen Sinh Hung said that the issues could be grouped into three categories. First, major issues concerning defence and national security.
Second, issues concerning the fundamental principles of the socialist state and democracy in Vietnam. Third, socio-economic issues that affect the country and people on a large scale. Earlier on the same day, the National Assembly deputies discussed the draft Law on Supervisory Activities of the National Assembly and People's Councils.
