Despite questions related to the qualifications of the Hanoi University of Business and Technology and public concern about its ability to train students in general medicine and pharmacy, representatives from the Ministry of Education and Training have stuck with a decision allowing the university to run the program.
"Assessors from both the Ministry of Health and the Ministry of Education agreed that the University of Business and Technology met all the requirements to open the program. We have no excuse to stop them; otherwise they will say we’re overusing our power." - Nguyen Vinh Hien, Deputy Minister of Education and Training.
In response to questions regarding 300 officials enjoying benefits of the “equivalent” title, Deputy Minister of Internal Affairs said they were writing regulations for the addition of that title in the administrative system, which will be submitted to the Government at the beginning of 2016.
"Some people are very competent but they might be too old to be promoted or the organization already has a sufficient number of deputies. Therefore, giving them a title equivalent to a deputy can be a good way to promote them and encourage them to devote more to their organisations." - Tran Anh Tuan, Deputy Minister of Internal Affairs.
Mr. Trần also added that the "equivalent" title is only applied in units that follow a “Professional” regime, not in those who follow a “Chief Officer” one.
