The chairman made the comments at a conference held on March the 7th in Hanoi organised to review the effectiveness of tax and customs reforms intended to enhance competitiveness.
According business leaders, there are still more improvements needed to enhance the effectiveness of the new national single window mechanism. They cited basic hold-ups, including having to go back and forth 4 to 5 times just to submit their applications to the national single window staff. They also have to work on the applications involving 10 other government agencies and departments. Some of these government agencies are still not connected electronically with the system.
"The National Single Window mechanism should be an electronic platform. The system then gives feedback online to enterprises so they can prepare and update their application without having to go back and forth. It would save time and effort", said Bui Van Quan, Chairman of Vietnam Young Entrepreneurs' Association.
VFF Chairman Nguyen Thien Nhan also said that more effective administration reform needs to be continued in 2016.
"We need to enhance co-ordination between different agencies, we’ll need specific feedback from different agencies in terms of the level of collaboration. It must be specific so that we can grade the quality of that collaboration", said Nguyen Thien Nhan, Chairman Vietnam Fatherland.
"We will focus on the areas that need stronger reforms, such as tax declarations, supervisory tasks, co-ordination between agencies to resolve problems related to land and real estate. We need to cut time and make things more convenient for businesses", said Vu Thi Mai, Deputy Minister of Finance.
Existing co-ordination between different agencies and the Ministry of Finance was described as being weak. Therefore, more support measures are necessary to achieve the goal of creating a more supportive business environment that will allow firms to bolster competitiveness.
