The official development assistance plan was unveiled by Japanese Ambassador to Vietnam Fukada Hiroshi at a meeting with Minster of Transport Dinh La Thang earlier this year. The Japanese government has proposed the possibility of funding a feasibility study conducted for a 4.3 million USD passenger terminal for Long Thanh International airport. The project will require a total of over 16 billion USD.
In addition to state funding and ODA loans, the government also plans to raise funds the sale of state shares at equitised state-owned enterprises and from investors involved in construction of facilities under public private partnerships.
