The drill was a large-scale exercise with the participation of multiple forces. It was divided into two phases. Phase 1 aimed to improve the response to earthquakes affecting the Hoa Binh hydroelectric dam as well as search and rescue.
Phase 2 was a practical exercise that included search and rescue operations for people and vehicles and overcoming the consequences of landslides and construction collapses.
This exercise helped improve the capacity and synergies between the forces, as well as the ability to quickly mobilize forces in response to emergency situations.
