General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defence emphasised that in order to ensure the close, synchronous and unified implementation of tasks related to the dissolution, merger and reorganisation of local military forces and local border guards, leaders and commanders of agencies and units must thoroughly grasp and seriously implement the policy on reorganising the apparatus of the political system, reorganising administrative units at all levels and the project of the Central Military Commission.
Furthermore, it is necessary to continue to closely follow the direction of the Central Committee and review the entire system of legal documents on military and national defence as well as documents related to local military organisations.
Party committees and commanders at all levels need to do a good job of ideological work, actively propagate and educate cadres and soldiers to clearly understand and correctly grasp the policies of superiors; carry out cadre and policy work well, create consensus and unity, and maintain stability in the ideological situation of cadres and soldiers.
General Phan Van Giang assigned the functional agencies of the Ministry of National Defence to continue to coordinate and complete the organisation of the relevant units at all levels in the direction of being lean, compact, strong, suitable for the specific structure and organisation of the Army and ensuring the completion of tasks.
The functional agencies and units urgently complete the contents, especially the draft circulars amending and supplementing a number of articles related to the arrangement of the apparatus in the political system and the organisation of local governments at two levels.
