According to authorities, the city has issued 20,000 permits to workforces mainly focused on pandemic prevention.
The city will also set up checkpoints and patrol forces to monitor people, and provide them with essential items and support if necessary.
Currently, industrial parks are still operating with limited numbers of workers, with some places operating with only 15% of their original staff.
Also on Monday, the city's Department of Health collected samples from residential areas to quickly identity F0s in the community.
