Speaking at the conference, General Phan Van Giang — Politburo member, Deputy Secretary of the Central Military Commission, and Minister of Defence — acknowledged the sense of responsibility of the members of the Drafting Committee the law who, in a short time, had thoughtfully and fully prepared documents to serve the needs of developing the draft Law on Officers.
He emphasised that, regarding the viewpoints and principles of amending and supplementing the Law on Officers, it is necessary to closely follow the Party's guidelines and the State's policies on building the Vietnam People's Army to develop a draft law on the basis of inheriting reasonable and appropriate content; only amending and supplementing content that has problems or inadequacies.
He noted that amendments and supplements must ensure the quality, position, and prestige of Army officers; balance between agencies and units throughout the army; and at the same time, ensure constitutionality, legality, consistency, and synchronisation with current legal documents in accordance with actual conditions of personnel work in the Army.
General Phan Van Giang requested that the Standing Body of the Drafting Committee fully and thoroughly absorb the opinions expressed at the conference and the written comments of the members of the Drafting Committee; and research, revise, and adjust law drafting programmes and plans to ensure the construction of a high quality Law on Officers as planned.
