According to the report at the meeting, the Ministry of Natural Resources and Environment proposed to abolish regulations on granting land valuation certificates to reduce administrative procedures and compliance costs, while at the same time clearly stipulating the conditions for individuals to practice consulting in determining land prices, and conditions for training and professional development facilities on land prices.
Commenting on this issue, Deputy Prime Minister Tran Hong Ha noted that it is necessary to ensure a full legal basis, order, procedures, and records of training establishments, valuers, and consulting and valuation organisations on land price when registered with state management agencies, as well as time for resolution and publication on the Portal of the Ministry of Natural Resources and Environment.
Opinions at the meeting also suggested that the Ministry of Natural Resources and Environment supplement legal and practical bases and adjust drafting techniques in the clause allowing early implementation of the surplus method in land valuation in the decree; ensuring strictness and clarity, in order to quickly resolve problems and difficulties affecting the progress of determining land prices of current real estate projects.
