This was regulated in the SBV's circular 14 on buying and selling bad debts, which officially takes effect today, October 15.
The par value of the bonds will be determined by the purchase and sale price of the bad loans. The circular also includes regulations on the management of foreign exchange transactions, in which debt buyers are required to make payment in VND.
