At the event, Vietnam's Defense Minister, General Phùng Quang Thanh reiterated Viet Nam's consistent policy on attaching great importance to promoting its comprehensive cooperation with China.

He suggested that the two sides should settle disputes peacefully in accordance with international laws and the six-point agreement in order to maintain regional peace and stability. Minister Thanh also called on China and ASEAN to abide by international law, especially the 1982 UN Convention on the Law of the Sea, in settling disputes in the East Sea.
On this occasion, Minister Phùng Quang Thanh suggested that ASEAN and China should establish new mechanisms to manage maritime emergencies and a foreign ministers’ hotline specifically to handle any emergencies in the East Sea.
