VTV.vn - Politburo member and Permanent member of the Secretariat Vo Van Thuong has signed and promulgated Directive No.06-CT/TW of the Secretariat on strengthening the Party leadership in relation to family building in the new situation.

After more than 15 years implementing Directive No.49-CT/TW of the Secretariat, 9th tenure on building Vietnamese families in this period of national industrialisation and modernisation, family building work has achieved remarkable results. Party committees, authorities, the Vietnam Fatherland Front and mass organisations at all levels have identified family building as one of the important elements of their working programmes.

Many families have access to basic social services, and the quality of life is increasingly improving. The household economy has long played an important role in the nation's per capita income. The protection, care andeducation of children as well as care for the elderly has been paid attention to and has made progress. Gender equality, children's rights, the role of women in the family and society are increasingly being promoted.

Taking care of, building and preserving family happiness is a noble value that every Vietnamese person is always aiming for. The values ​​of fidelity, love, sharing and equality in marriage are always to be cherished. The achievements of family building have contributed positively to socio-economic development, building and developing the Vietnamese culture and people; as well asthe successful implementation of the Millennium Development Goals on maternal and new-born health care in Vietnam.

However, some Party committees, authorities and mass organisations are still not fully aware of the role and importance of family and family building work. The grasping and organisation of implementation of Directive No.49-CT/TW of the Secretariat and the State's policies and laws on the family are still lacking of consistency or are inadequate in some places. Family spending on basic social services also accounts for a large proportion of household expenditure, especially in terms fo health services and education. There has not been a synchronous and timely solution to prevent and stop the negative impacts of the market mechanism, pragmatic lifestyle, and negative information on the Internet and social networks on the family. Domestic violence, trafficking in women, sexual abuse, and child labour have not been thoroughly handled, coordination among the family, school and society in values, moral education and the lifestyle of the younger generation is still limited.

In order to promote family building in the new situation as well as build a prosperous, progressive, happy and civilised family according to the Resolution of the 13th National Party Congress, the Secretariat requested Party committees, authorities, the Vietnam Fatherland Front and mass organisations at all level well perform the following key tasks and solutions.

It is necessary to continue to study and thoroughly grasp the Party’s guidelines and the State’s policies and laws on family building work; be properly aware of the role and importance of family and family building work in the new situation; and identify the family as one of the most important factors determining the sustainable development of the country. The family is the object of influence, implementation and the beneficiary of socio-economic development policies. Building a prosperous, progressive, happy and civilised family is one of the important requirements in the cause of national renewal and development.

More attention should be paid to continuing to perfect the system of policies and laws on the family in the direction of ensuring social cohesion and promoting the family’s role. Family policies must aim at building prosperous, progressive, happy and civilised families, focusing on children, the disadvantaged and the elderly; building a list of public services and developing a system of providing basic social services for families, supporting families to develop in a sustainable and happy manner in addition to promoting gender equality.

Importance should be attached to improving state management capacity on family building work, building and developing the Vietnamese family value system in the new period; formulating a strategy for Vietnamese family development for the 2021-2030 period, with a vision to 2045, and a national education programme on the family.

In addition, it is also necessary to step up and renew information dissemination on policies and laws related tomarriage and the family; family cultural standards and values; the knowledge and skills needed to build a family; as well as helping people proactively prevent negative effects on their families. Moral and lifestyle education in the family should also be strengthened.
