In textiles, footwear, and electronics where the change is proposed, each worker is now limited to no more than 4 hours per day, or 30 days per month of overtime work, therefore their income is not as much as they want to make.
According to a report of the Vietnam General Confederation of Labour, 80% of workers hope to work overtime to improve their lives. And enterprises find it hard to recruit more workers if they do not have specific details of permitted overtime working hours.
