e-Gov’t focuses on cyber security

HÀ NỘI — Prime Minister Nguyễn Xuân Phúc has approved a project on supervising the cyber security of IT services and systems that form the foundation of e-Government operations.

The project looks to improve capacity to respond to cyber attacks through 2025. It focuses on boosting response capabilities at the national cyber security monitoring centre located at the Vietnam Computer Emergency Response Team (VNCERT), relevant sectors, central-level provinces and cities, and internet service providers.

A network of cyber security monitoring system must be established nationwide, ensuring close and effective collaboration as well as supervision of the national cyber security monitoring centre, internet service providers and direct supervision at local level.

Monitoring devices should be installed at ministries, localities and internet service providing locations to connect and share data with the centre.

The PM has ordered the mobilisation of sources to operate the national cyber security monitoring centre and improve its capacity for identifying, warning and dealing with online attacks, ransomware and risks that might threaten the cyber security of the e-Government system.

At the ministerial and local levels, authorities have been tasked with training cyber security staff and giving users knowledge about the e-Government IT system.

The monitoring systems must be inspected once every six months.

Data and cyber security warnings from the ministerial and local levels should be shared with the national cyber security monitoring centre and submitted to Ministry of Information and Communications for further reports to the Prime Minister.

Early this year, Prime Minister Phúc gave the go-ahead for a national programme on information and technology with the aim of accelerating the application of IT in State bodies’ operation.

The Information and Technology Target Programme in the 2016 to 2020 period aims to speed up the formation of e-Government and a uniform system of public services from the central to local level.

Improving e-Government index

PM Phúc has also asked ministries, sectors and localities to focus on launching online public services effectively in line with decisions issued in 2017 and earlier this year.  

Under a new direction from the PM on enhancing Việt Nam’s e-Government development index, in line with the United Nations’ evaluation methods, the ministries, sectors and localities must improve the quality of their online public services, with priority on important services. 

They were requested to efficiently carry out the Government’s Decree No 61/2018/NĐ-CP issued on April 23, 2018 on the implementation of the single-window mechanism in dealing with administrative procedures – ensuring that each ministry, sector and locality has only one concentrated online service portal that is convenient for people and enterprises to use. 

The Ministry of Information and Communications was assigned to review and evaluate the component index of Việt Nam’s infrastructure in accordance with the assessment methods of the UN, while also giving proposals on measures to improve the index to be submitted to the Government before September 1, 2018. 

Meanwhile, the Ministry of Education and Training was also asked to provide full and updated information of Việt Nam’s human resources index to relevant international organisations, while continuing to apply measures to enhance this index. — VNS
