As of the end of April 2024, the total accumulated revenue from social insurance, unemployment insurance, and health insurance was reported at over 155.4 trillion VND, a 10.04% rise over the same period in 2023.
In the context of economic difficulty, the VSS has directed the social insurance sector of provinces and cities to carry out synchronous solutions to increase the number of insurance participants and reduce late payments for social insurance and health insurance.
Local social insurance agencies have completed scenarios for collecting insurance fees and expanding insurance participants in 2024, and are quickly conducting synchronous measures to achieve the set targets, said Duong Van Hao, head of the VSS's Department of Contribution Collection – Insurance Book and Card.
Fifty provinces have posted a rise in the number of people participating in compulsory social insurance, while 28 provinces reported increases in the number of people participating in voluntary social insurance and 48 provinces witnessed growth in the number of citizens participating in health insurance in the first four months of this year.
Director of the VSS’s Information and Communication Centre, Nguyen Thi Thanh Huong, said that local social insurance is strongly carrying out activities in different forms to respond to the month on social insurance coverage for all people. At the same time, the Information and Communication Centre also closely follows the direction of the VSS, focusing on communicating the rights and benefits of people participating in social insurance and health insurance. The payments of pensions and social insurance benefits according to new regulations and the disadvantages of lump-sum withdrawal of social insurance and others are also widely informed to people.
"Contents related to social insurance and health insurance concerned by National Assembly deputies and voters in the upcoming National Assembly session will also be disseminated to the public in the near future," said Director Nguyen Thi Thanh Huong.
VSS Deputy General Director Dao Viet Anh also asked for the enhanced transmission of messages on the insurance benefits to people and businesses while improving management efficiency and preventing social and health insurance profiteering acts.
In the difficult context, the entire insurance sector has drastically implemented tasks effectively since the beginning of the year. The sector’s efforts have been demonstrated through the positive indicators of revenue and the number of participants in social insurance and health insurance. The rights of people participating in social insurance and health insurance are guaranteed, and administrative procedure reform in this field is associated with implementing the Government’s Project 06 on developing and applying the population data and electronic identification and authentication to serve national digital transformation, Anh noted.
VSS General Director Nguyen The Manh directed its divisions to coordinate with specialised agencies of relevant ministries and sectors, in researching and proposing amendments to the Law on Social Insurance, the Law on Health Insurance, and Employment Law. These divisions are also asked to proactively inform voters and National Assembly deputies, about issues related to social insurance and health insurance, especially issues of public concern during the National Assembly sessions.
At the same time, the VSS will conduct activities to respond to the month on social insurance coverage for all people and disseminate information about the implementation of Project 06 and the digital transformation of Vietnam's social insurance, with a focus on the benefits for people and businesses participating in social insurance and health insurance.
