Information on the two resolutions was released at a press conference chaired by Chairman of the Government Office Mai Tien Dung on January 4.
Dung said the Prime Minister’s message for this year is to continue to act aggressively, translating challenges into opportunities and taking advantage of both shifting investment and digital transformation.
The government is aiming for a growth rate of 6.5% in 2021, 0.5 percentage point higher than the target set by the National Assembly.
In Resolution 01, the government also sets 96 specific targets as the basis for ministries, agencies and localities to formulate their own plans and to measure and evaluate their implementation of the resolution.
In order to achieve the set targets, the government has determined 11 groups of primary tasks, including 188 specific tasks for ministries, agencies and local authorities.
At the same time, Resolution 02 conveys the message that improving the business climate is a major continuous task since Vietnam will lag behind it stands still or reforms at a slower pace.
The resolution outlines several major measures, including improving the criteria of construction permits, property registration, contract dispute resolution, land use management, among others.
Other measures include stepping up digital transformation, promoting the use of non-cash payment methods, promoting online public service delivery and employing IT to make procedures more transparent.
Resolution 02 also calls for efforts to support people and enterprises to revive production and business activities negatively affected by COVID-19.
