Eligible participants must be able to provide proof that they earn a minimum income of 10 million or 500 USD/ month or they must at least be a grade 3 tax payer. Accordingly, casinos must operate a stringent administrative system. All casino goers must be in possession of an electronic membership card to gain entry into the casino. Meanwhile, the casino is required to keep a record book or databank on their members to make sure they are eligible to participate in casino dealings. Revenue collected from casino businesses will be directed to other socio-economic development projects and infrastructure. At least 60% of revenue will be used for education and health care.
