The event was chaired by Vietnamese Deputy Minister of Defense, Senior Lieutenant General Nguyễn Chí Vịnh and his Russian counterpart, Alexander Vasilyevich Fomin. At the dialogue, the two sides spoke highly of their major achievements in defense cooperation this year.
Agreeing to further expand defense connections, they wrote up the cooperation plan for 2019 which includes delegation exchanges, sharing opinions on strategic issues, personnel training, military techniques, sharing experience in joining United Nations peacekeeping operations, and military medicine.
