The dialogue brings together chiefs of defence staff, permanent heads of defence ministries, and intelligence chiefs including 560 delegates from 52 countries. Held annually by the International Institute for Strategic Studies, the Shangri-La Dialogue has invited heads of government to deliver the keynote speech showing the country's view on regional security issues. This year, Thai Prime Minister Prayuth Chan-ocha delivered the keynote speech.
