This is part of the Ha Long-Cat Ba Alliance Initiative, which aims to increase tourism, promote the sustainable use of marine resources and improve the income of local fishermen. In the middle of 2016, the programme for sustainable aquatic farming incorporating responsible tourism in Ha Long Bay was approved by the People's Committee of Quang Ninh Province, attracting 32 fishermen.
The Ha Long-Cat Ba Alliance Initiative is led by the International Union for Conservation of Nature and the Centre for Marine Life Conservation and Community Development, and is funded by the US Agency for International Development. In line with this, there will be 3 aquatic farming zones, including 6 cage farming areas, in Ha Long Bay.
