The Prime Minister took thstage to comfort and offer gifts to Nguyen Quoc Bao, born in 2016, who lost both his father and sister when the three were swept away by floodwaters while crossing a submerged bridge in Yen Thuan Commune, Ham Yen District, Tuyen Quang Province. He also expressed his gratitude and encouragement to Lieutenant Luc Van Nguyen, a police officer from Yen Thuan Commune, who directly rescued the boy from the flood.

In his speech at the event, Prime Minister Pham Minh Chinh praised the media, especially Vietnam Television, for their efforts in fulfilling their responsibilities in disaster prevention and recovery from Storm No. 3, as exemplified by Vietnam's Support program.

Additionally, Prime Minister Pham Minh Chinh shared six key pillars of Vietnam’s support: the spirit of national solidarity within the Party, with the people, throughout the nation, and with the international community; the leadership of the Communist Party of Vietnam over the past 95 years, with the sole goal of achieving national independence and freedom and ensuring prosperity and happiness for the people.

Another pillar is the nation's proud historical and cultural tradition, which emphasizes compassion and mutual support. The strength of the people, which has  always been the source of historical triumphs, is summed up in the saying, "Easy tasks are impossible without the people are impossible, but hard tasks with the people can be accomplished." Furthermore, the military and police forces, which always stand by the people in times of need, are critical. The military, born from the people, fights for the people. Lastly, the spirit of self-reliance and resilience is a hallmark of the Vietnamese people. The greater the challenge, the more they strive to overcome it,  making the impossible   possible.

Vietnam's Support program, which combined reports, guest  interviews , and musical performances, depicted the devastating impact of Storm No. 3, as well as the widespread landslides and flooding that caused significant loss of life and property in the northern provinces.
