At a conference on solutions to promote capital disbursement in Hanoi, disbursement of ODA was evaluated as slow to an alarming level. This is the reason many projects lack capital and are incomplete. A large amount of capital is still in the treasury and the government has to pay interest. Representatives of many ministries and localities have mentioned that it’s necessary to issue a new decree on the management of ODA and preferential loans so that these resources can promote economic growth.
