This is both a pride but also a great pressure in the journey forward because there are many challenges waiting, requiring the province's sustainable development management capacity to continue climbing to new heights.
For 10 consecutive years (2013-2022), Quang Ninh is in the group of five provinces and cities directly under the Central Government with the best quality of economic management in the country and has achieved double-digit growth for seven years.
This is a worthy result for the efforts and determination of the whole political system and the joint effort and consensus of businesses and people for the sustainable development of the province.
Giving confidence to businesses
The set of PCI indicators is the belief, recognition, and evaluation of the business community on the relentless efforts of local authorities to reform and innovate.
This is also a set of indicators "strategic trust of investors and enterprises" about the orderly continuity that Quang Ninh Province has earned over the past 10 years.
Quang Ninh's journey to conquer PCI peak has become the province's brand of a "safe, convenient, transparent, attractive and successful investment destination".
Resolution of the Quang Ninh's 15th Party's Committee Congress, term 2020-2025 has determined "Every year, the province must maintain its leading position in the country in terms of PCI, PAR Index, SIPAS and PAPI".
President of the Vietnam Confederation of Commerce and Industry (VCCI) Pham Tan Cong commented that in maintaining its position continuously for six years, Quang Ninh has not only shown outstanding efforts, but also persistence, demonstrating the comprehensive and total efforts of the whole political system starting from the leader at the highest level to the staff at the grassroots. Quang Ninh currently has outstanding advantages, creating good business conditions for businesses, and being recognised by businesses.
He expressed his hope that Quang Ninh would be a promised land for businesses to gather, for businesses to succeed, and contribute to making Quang Ninh a leading prosperous and beautiful province in Vietnam.
According to President of the Vietnam International Arbitration Centre (VIAC) Vu Tien Loc, the efforts of Quang Ninh Province in recent years and the achievements of socio-economic development in the area have demonstrated the progress in improving the business environment and enhancing the competitiveness of the province. Quang Ninh is considered as a place to ignite reform models and the business community appreciates the Quang Ninh government apparatus for creating favourable conditions and truly accompanying businesses.
A journey without a destination
On the reform journey, Quang Ninh always promptly identifies contradictions in management practice, difficulties and challenges of people and businesses to find ways to solve. The province has boldly piloted the application of new governance models, promoted comprehensive digital transformation, and improved the publicity and transparency of providing public services for businesses, investors and people with ever-increasing quality.
According to experts, with a total of 72.95 points achieved in the total PCI score in 2022, Quang Ninh's reform room is still very large.
However, there are still many things that businesses and investors are not really satisfied with.
Aler Grubbs, Mission Director of the United States Agency for International Development in Vietnam (USAID) said: "In the coming time, Quang Ninh still faces many challenges, especially in the current volatile macroeconomic environment. I hope and believe that Quang Ninh Province will actively accompany, stand side by side and cooperate closely with the business community to overcome difficulties together. We will actively support localities in general and Quang Ninh Province in particular to have more ideas to support and accompany businesses.".
According to Deputy General Secretary of VCCI Dau Anh Tuan, Quang Ninh has always been highly appreciated by the business community for maintaining its brand, reputation, and image along with a favourable business and investment environment.
Quang Ninh is striving to be a typical locality of the country in all aspects; the model of a rich, beautiful, civilized, and modern province, improving the people's lives in all aspects; growth pole of the Northern region; one of the dynamic and comprehensive development centres; international tourism centre, marine economic centre, gateway of the key economic area of the Northern region and the whole country. The province is striving GRDP per capita to reach more than 10,000 USD by 2025 and from 19,000 to 20,000 USD by 2030.
To accomplish the above-mentioned goals, the province is determined to always innovate, make constant efforts to reach the goal with cultural vision, strategic trust, public service responsibility, ethics, and integrity, as well as endogenous motivation. At the same time, it continues to create an open, public, transparent investment and business environment, and fair competition in access to resources, especially land, among businesses, investors, economic sectors, and small and medium enterprises.
