In 2024, despite facing more difficulties and challenges, including unexpected issues and, most recently, Typhoon Yagi, Quang Ninh Province has managed to overcome obstacles, maintaining political, economic and social stability, unity, consensus in will and action, and trust of people and businesses, achieving important results across various sectors.
Specifically, while the economic growth rate decreased compared to the same period last year, it remained higher than the national average. State budget revenue is expected to reach 100% of the target, with foreign direct investment attraction reaching over 2 billion USD, placing the province among the country’s leading localities. Total tourist arrivals reached 19 million, a 20% increase year-over-year, including 3.5 million international visitors.
Speaking at the session, Party Secretary Vu Dai Thang emphasised that the outstanding results in 2024 were achieved thanks to the efforts of the entire political system and ethnic groups in the province.
2025 is a particularly important year, and the central government and Quang Ninh have designated it as a year for acceleration, breakthrough and reaching goals. It is the crucial final year for completing the objectives set at the 15th Provincial Party Congress for the 2020-2025 period, creating a solid foundation for Quang Ninh to join the country in entering a new era – the era of the nation’s rise.
At this session, the Quang Ninh People’s Council focused on discussing and analysing the context and characteristics of 2024, clearly identifying achievements and lessons learned, limitations, difficulties, obstacles and their causes to consider and decide on general objectives, basic goals, and key tasks and solutions for socio-economic development, finance, budget, and public investment for 2025.
Additionally, the Quang Ninh People’s Council will decide on important resolutions related to socio-economic development plans, budget and public investment, piloting the establishment of a one-stop administrative service centre under the Quang Ninh People’s Committee.
These are major, necessary issues not only ensuring the province’s stability and development in 2025 but also determining the completion of objectives and targets for the entire 2020-2025 period.
Notably, the province has identified 19 key socio-economic targets. These include striving for an economic growth rate of 12%, exceeding central government-assigned state budget revenue targets, eliminating poverty and near-poverty households according to the province’s multidimensional poverty standards, having 60% of communes achieve advanced new rural standards, and at least 30% achieve model new rural standards, and restoring forest coverage to over 42%.
This session represents a timely concretisation of Party directives and resolutions, state policies and laws, and local development aspirations.
