Accordingly, the State Bank’s PAR index is the highest with 89 points, standing at second and third position are the Ministry of Finance and the Ministry of Transport.
According to the Ministry of Home Affairs’ analyses, the PAR Index of 19 ministries and ministerial-level agencies in 2015 is the highest in four years with no ministries receiving minus points. Of all the 63 provinces, Da Nang scored highest with 93 points, followed by Hai Phong Province and Dong Nai Province.
