The resolution sets out five goals, which include: striving to complete the main goals and targets set in Resolution No.124/2020/QH14 of the National Assembly and Resolution No.01/NQ-CP of the Government; focusing on controlling and repelling the COVID-19 epidemic, striving to complete vaccination to achieve herd immunity as soon as possible; maintaining macroeconomic stability, controlling inflation, and ensuring major balances of the economy; and achieving a disbursement rate of 95-100%for State budget investment capital in 2021.
The Government also proposed nine key tasks and solutions, including focusing on prevention and control of the COVID-19 epidemic, creating conditions to promote socio-economic development; maintaining macroeconomic stability, ensuring major balances; promoting decentralisation, administrative reform, and digital transformation; reviewing and completing legal regulations to remove difficulties and obstacles related to institutions, mechanisms and policies; promoting disbursement of public investment capital; accelerating imports and exports, developing trade in a harmonious and sustainable manner; supporting people and businesses, removing difficulties for production and business; stepping up the work of information dissemination and creating social consensus; and consolidating national defence and security, maintaining political security, social order and safety, improving the efficiency of foreign affairs, international integration, and maintaining a peaceful, stable and favourable environment for the national development.
In particular, the Government requires ministries, central and local agencies, according to their assigned functions and tasks, to strictly implement epidemic prevention and control measures with the spirit of “fighting the epidemic like fighting the enemy” and the motto “5K + vaccine”, as well as to enhance technology application.
